University graduate studies of medicine are the primary cycle of the education of physicians and present the ground for the future professional, scientific and the lifelong education. After passing all the prescribed exams at the university graduate studies of medicine, a doctor of medicine is qualified to pursue medical practice (competences see in the following text) under the supervision of experienced, licensed physicians. According to the valid regulations in the Republic of Croatia, a doctor of medicine is, namely, not allowed to pursue medical practice independently. A doctor of medicine is firstly obliged to spend one year of traineeship in hospital and in outpatient healthcare institutions. Only after completion one year of traineeship and passing the State Exam, a doctor of medicine acquires a license for independent medical practice in the Republic of Croatia. The organization, performance and traineeship program for physicians in the Republic of Croatia come within competence of the Ministry of Healthcare and Social Security.
